State Innovation Models Initiative: Round One

The CMS Innovation Center announced the recipients of Round One State Innovation Models (SIM) awards on February 21, 2013. Round One Model Test awards support six states that are ready to implement State Health Care Innovation Plans. A State Health Care Innovation Plan is a fully developed proposal capable of creating statewide health transformation for the preponderance of care within a state and describes a state’s strategy to utilize available regulatory and policy levers, such as plans to align quality measures, leverage the adoption and implementation of health information technology and health information exchange, and evaluate innovation efforts.

Round One Model Design and Pre-Test awards supported 19 states in designing or further refining State Health Care Innovation Plans, which states developed by engaging a diverse group of stakeholders, including public and commercial payers, providers and consumers.

Initiative Details

In the first round of the State Innovation Models (SIM) Initiative, nearly $300 million was awarded to provide flexibility and support to states to help them deliver high-quality health care, lower costs, and improve their health system performance. The awards provided financial and technical assistance to 25 states to design and test health care payment and service delivery models will improve health system performance, increase quality of care, and decrease costs for Medicare, Medicaid and Children’s Health Insurance Program (CHIP) beneficiaries—and for all residents of participating states. This includes both model “design” awardees (states/entities that are designing plans and strategies for statewide innovation) and model “test” awardees (states that are taking the next step from “designing” to “testing” and implementing comprehensive statewide health transformation plans).

Including the SIM Round Two Model states, 38 total SIM awardees (including 34 states, three territories and the District of Columbia) have worked or are working to support comprehensive state-based innovation in health system transformation.
